In a high-profile meeting in Lahore, Prime Minister Shehbaz Sharif and Pakistan Peoples Party (PPP) Chairperson Bilawal Bhutto-Zardari convened to discuss pivotal reforms and local government empowerment, with coalition leaders present. The discussions, held at the PM’s Model Town residence, focused on the upcoming 27th Amendment, aimed at further strengthening the local government system and addressing political issues left unresolved in previous amendments.
The meeting emphasized the importance of coalition unity, especially after the recent passage of the 26th Amendment, which has spurred positive economic indicators according to Prime Minister Shehbaz. The meeting highlighted the coalition’s commitment to supporting parliament and promoting democratic values while prioritizing local government reforms.
Coalition Sets Sights on 27th Amendment
Empowering Local Governments Remains a Key Focus
The proposed 27th Amendment, which was central to the discussions, aims to respond to longstanding calls for local government reform, particularly from the Muttahida Qaumi Movement-Pakistan (MQM-P). A key ally in passing the 26th Amendment, the MQM-P has been vocal about enhancing the autonomy and effectiveness of local governments as a condition for their continued support.
Both the Pakistan Muslim League (PML-N) and the PPP expressed commitment to pursuing legislative changes to empower local governance, reinforcing the third tier of government to meet the demands of regional constituencies.
“Local government reforms will provide communities with the tools they need to address local issues more effectively,” said a source close to the meeting. However, officials clarified that talks on the 27th Amendment are still in the preliminary phase, with the coalition focusing on fully implementing the 26th Amendment before advancing.
Strengthening the Coalition Amid Economic Recovery
Positive Economic Indicators Signal Progress
Prime Minister Shehbaz noted in the meeting that recent coalition-backed economic policies have helped stabilize inflation and generated positive economic indicators. The PPP delegation commended these efforts, expressing confidence in the government’s economic approach.
“Our partnership is crucial for sustaining economic growth and addressing core issues facing Pakistan,” Shehbaz remarked, highlighting that PPP’s support has been instrumental in promoting national stability.
Judicial and Parliamentary Reforms: Charting a New Course
Calls for Judicial Reforms and Transparent Governance
Apart from local governance, the leaders addressed the need for judicial and parliamentary reforms, echoing long-standing commitments to the Charter of Democracy. PPP officials, including former Prime Minister Raja Pervaiz Ashraf and Syed Naveed Qamar, stressed the importance of safeguarding democratic institutions and eliminating practices that undermine parliament or defame political figures.
In line with recent legislative efforts, PML-N’s Rana Sanaullah noted that judicial reform discussions are ongoing, particularly the composition of constitutional benches. He urged Chief Justice Yahya Afridi to avoid presiding over these benches, aiming to reduce perceived bias in judicial decisions.
“We need to ensure our judiciary is seen as a neutral institution that upholds justice without political influence,” Sanaullah asserted, reflecting a shared sentiment within the coalition for increased judicial integrity.
Moving Forward: Consensus on Next Steps
Coalition Stands United on Constitutional Amendments
With the 26th Amendment now ratified, the coalition leaders agreed to maintain momentum through the special parliamentary committee that originally facilitated its passage. Sanaullah clarified that the committee would continue to handle outstanding constitutional issues, with no immediate plans for initiating new legislative amendments until a comprehensive consensus is reached.
According to PPP leader Barrister Amir Hasan, the parties are dedicated to addressing shared priorities, including National Accountability Bureau (NAB) reforms and curbing defamation against political entities. “We remain committed to defending democratic values and ensuring accountable governance,” Hasan remarked, underscoring the coalition’s unified stance on reforming Pakistan’s governance structures.
